The fee schedule we use

First use with less than 5% down is 2.15%. Subsequent use at that down payment is 3.30%. From 5% to under 10% is 1.50%. Ten percent or more is 1.25%. The exempt setting forces the fee to zero.

Marking exempt does not create an exemption. VA or the lender confirms it.

Zero down is not universal

The math allows a zero down payment. Entitlement, residual income, and the property still control whether a loan is made.

A funding fee that is financed increases the balance. The payment is principal and interest on that larger amount.
